SubhadraShree Assembly Committee 

SubhadraShree Assembly Committees are assembly groups formed under the SubhadraShree Empowerment Mission to organize, monitor, and support the implementation of the Mission within each constituency.

Their main purpose is to ensure every eligible woman is identified, enrolled, empowered, and supported through the scheme smoothly and transparently through the entire constituency 

The Chief Coordinator, who will serve as the President of the SubhadraShree Assembly Committee, must meet the following eligibility criteria to ensure strong leadership, effective implementation, and political commitment to women’s empowerment:


Eligibility 

1. Political Standing & Experience
Must be a current elected MLA from the respective Assembly Constituency or
Must be a former elected MLA or current nominated  MLA candidate from the respective Assembly Constituency
A prominent MLA contestant with a strong political influence and proven track record in public service.

Purpose:

● Leadership Link between the Mission's State Authority and each village.

● Smooth Execution of documentation drives, onboarding camps, financial disbursement, grievance redressal, and political mobilization.

● Promotion of Women's Empowerment from villages to the assembly level.

● Constituency-wide monitoring of SubhadraShree activities, camps, and beneficiaries.


Highlights:

1. Political Standing & Experience
Must be a current elected MLA from the respective Assembly Constituency or
A prominent MLA contestant with a strong political influence and proven track record in public service.
2. Commitment to Women’s Empowerment
Should have actively supported or promoted policies, schemes, or initiatives related to women’s financial independence, digital literacy, and social welfare.
Must advocate for women’s rights, self-help groups (SHGs), and social inclusion programs at the grassroots level.
3. Administrative & Leadership Capabilities
Should have prior experience in leading committees, public welfare programs, or large-scale development projects.
Must be capable of coordinating between government bodies, financial institutions, and grassroots organizations to ensure the smooth execution of the SubhadraShree Mission.
4. Strong Community & Political Connect
Must have strong local influence and engagement with Panchayat leaders, SHGs, Anganwadi workers, ASHA workers, and other rural development bodies.
Should be able to mobilize resources, secure funding, and ensure accountability in fund allocation.
5. Commitment to Rural Empowerment & Digital Inclusion
Should support the establishment of SubhadraShree Village Committees and Rural Empowerment Points in every village.
Must promote digital transactions, financial literacy programs, and access to government welfare schemes for women.
6. Political & Electoral Mobilization Strategy
The Chief Coordinator (President) will play a crucial role in connecting women’s empowerment with political engagement.
Must integrate women into decision-making at every level and help manage voter mobilization through the SubhadraShree network.

Key Responsibilities of the Chief Coordinator (President)
✔ Lead the SubhadraShree Assembly Committee and oversee the formation of Village Committees.
✔ Appoint SubhadraShree Village Coordinators from community-level workers (Anganwadi, ASHA, CRP, MBK, etc.).
✔ Ensure the effective implementation of financial aid (₹12,000 for Subhadra Yojana beneficiaries and ₹25,000 for new beneficiaries).


✔ Organize press meets, political discussions, and community outreach programs.
✔ Strengthen political engagement of women at the Assembly and Panchayat levels.


Meeting Structure:

● Regular Meetings: Every 2 months at the Block HQ or a chosen Panchayat.

● Special Review Meetings: During critical phases of registration or grievance handling.

● Digital Reporting: Mandatory submission of minutes of meeting via WhatsApp/email to District Empowerment Office.

Roles & Responsibilities:

● Registration Monitoring:
Oversee Token Distribution, Documentation Camps, Phased Registrations (Phase 1, 2, and 3).

● Eligibility Compliance:
Ensure only eligible women (as per age, voter ID, ration card, etc.) are onboarded.

● Voucher Distribution:
Monitor issuance of SubhadraShree Empowerment Vouchers and prevent overcharging (₹30 only).

● Training & Empowerment:
Organize digital literacy workshops, financial literacy sessions, social participation programs.

● Conflict Resolution:
Settle minor disputes or eligibility issues within the constituency before escalation to the district or state level.

● Promotion:
Mobilize maximum women participation through political outreach, public meetings, and digital campaigns.

● Financial Monitoring:
Ensure that SubhadraShree Sathi, Yuva Sathi, and Volunteers are working correctly, and women receive financial benefits on time.

● Reporting:
Submit monthly activity reports and beneficiary updates to the District Empowerment Cell.

● Recognition & Awards:
Recommend high-performing villages, Sathis, Yuva Sathis, and Gram Panchayats for State Awards.

Authority & Decision-Making:

● Final decisions regarding eligibility doubts, grievance appeals, or exception cases rest with the Assembly Committee after consultation with the SubhadraShree District Cell.

● They have recommendatory powers but must comply with SubhadraShree State Mission guidelines.

●Rewards include funding for additional Digital Centers, Rural Empowerment Points, and Leadership Training.
